What the OSCE Chairman said, works in Ukraine, while in Azerbaijan - does not? The European Union, at one time, regarded a similar attempt of Russia as a unilateral military intervention, although Moscow spoke of humanitarian goals.
According to him, most of the wars observed in the world nowadays, cases of occupation, and violence occur as a result of the international law violation by the international community, which itself has adopted it. Double standards applied by the major powers, states and international organizations to suit their own interests, give a boomerang effect in relation to themselves. Those who today require us to open the border checkpoint operating on our territory according with all legal procedures, for some reason, 9 years ago opposed the sending of a humanitarian caravan by Russia to Ukraine and assessed these actions as an encroachment on the territorial integrity.
In 2014 Russia raised the issue of sending humanitarian aid to Ukrainian Donbas in the UN Security Council. This initiative was immediately rejected, the international community opposed this intention of Moscow. This is unlikely, but maybe they forgot about it. The US permanent representative to UN regarded this as an attempt of a direct encroach on the territory of another state. And the OSCE, through the mouth of its chairman, stated that the humanitarian assistance can be provided only taking into account the principle of respect for territorial integrity. How does it come, when they need it, they talk about territorial integrity, consider a unilateral action as an attempt of occupation, and demand us to open the borders without preconditions for the passage of goods from Armenia?
Again, Russia, at that time, raised the issue in the UN Security Council, and the foreign minister made a special appeal. However, Armenia today neither makes an appeal nor asks for permission, but sends unknown cargoes from Yerevan to the border of Azerbaijan. The representatives of the international community unanimously arrive at the border and call for cargo to be allowed on our territory, they say, a handful of separatists are starving. What is the logic here? Does what the OSCE Chairman said work in Ukraine and does not work in Azerbaijan? The European Union, at the time, regarded this Russian attempt as a unilateral military intervention, even though Moscow spoke of humanitarian goals. Today, individual states of the European Union demonstrate a position that is directly opposite to the one that was 9 years old. What changed?.
In addition to the world community, today even Armenia itself declares the recognition of the territorial integrity of Azerbaijan. In this case, what principle of the international law lays the basis their attempt to encroach on the territorial integrity that they recognize? This is a clear example applying the principle of unwritten double standards in relation to Azerbaijan. For 30 years, Azerbaijani people suffered of this attitude imposed by the world community, violating the international law. One fifth of our territory was occupied, about a million of refugees and internally displaced persons were forced to live in unbearable conditions. No one showed any compassion to our compatriots who were expelled from Karabakh and Eastern Zangazur and lived for more than 15 years as internally displaced persons in their own country, in need, in tent camps. On the contrary, those who called themselves mediators not only did not fulfill the mission entrusted to them, but also wanted to force us to come to the 'terms of reality' and close our eyes to the deeds of the Armenians who occupied our lands. Let's put aside the international law. What moral right do they have to demand us to open our borders at the whim of a handful of separatists?
Today, the UN Secretary General is urging us to open the border crossing point that operates according to all legal procedures, local legislation and international law, and to allow the goods sent from Armenia to enter our territory without any requests for permission. I wonder if he knows that the four resolutions adopted by the UN itself have not been implemented for 30 years?
